Hadrian, Liberalitas sestertius
The reverse is a classic case of propaganda. The Emperor (seated on the high platform to right) watches on as the goddess Liberalitas (Generosity) pours the Emperor's largesse into the waiting arms of a citizen on the ground below. The coin is likely to have been made specifically for distributing free to the populace at a public event.
