"Scheide Münze" means, of course, "small change" or "subsidiary coin" (with circulation limited to Austria, as opposed to larger coins which could circulate throughout the German Monetary Union). This piece is 1/20th of a florin, under the new decimal system of 100 kr = 1 Fl.
Mintmark "A" is, as usual on Austrian coins, Vienna, not to be confused with the same mark on other German coins for Berlin.
